The Council of Ministers appoints Salvador de la Encina as President of Puertos del Estado
- He replaces María Ornella Chacón who stepped down for personal reasons
22-03-2019 (Ministerio de Fomento). Madrid, March 22, 2019 (Ministry of Public Works and Transport). The Council of Ministers approved today, as proposed by the Minister of Public Works and Transport, José Luis Ábalos, the appointment of Salvador de la Encina Ortega, as President of Puertos del Estado.
Salvador de la Encina, born in Ceuta on April 8, 1958, holds a Law degree and an Advanced Studies Diploma (Doctoral Studies) in Law. He is a labor lawyer and was Head of UGT Legal Services in Cádiz. In addition, he has taught Labor and Social Security Law and has been a civil servant by profession of the Secondary Education Teachers' Corps of the Junta de Andalucía since 1985.
Representative of the PSOE for Cádiz in the Congress since the 6th legislature, he was spokesman of the Development and Housing Committee (2004-2008) and was later President of the Committee (2009-2011). Between 2015-2019 heheld the positions of first Vice President of the Development and Housing Committee, spokesman for the Foreign Affairs Committee and member of theToledo Pact.
As a lawyer, he has been a speaker of Law 48/2003, on the Financial Structure and the Provision of Services of Ports of General State Interest, and of Law 33/2010 on Ports and the Merchant Navy; on the Law of Land Transport of Goods; on the Railway Transport Law; on the Civil Aviation Law and the Infrastructure and Services Law.
As a university professor, he has participated in numerous Masters and Conferences related to Maritime and Port Management, the different reforms of the labor market and the development of the sustainable economy.
In addition, he was a councilor and spokesman for the PSOE in the City of Algeciras; Provincial Director of Labor, Industry, Commerce and Tourism in Cádiz and General Director of Housing and Land of the Junta de Andalucía.
