On 22 December 2003, the Governing Council of Puertos del Estado, the Spanish Port Authorities Organisation, passed the provisions for the organisation and operating rules for the Latin American Port Forum.

This formal approval signified the definitive launch for the Forum and, consequently, the need to define its governing bodies.

With specific reference to its Executive Committee, in accordance with the provisions of Points 5 and 18 of the Forum's Operating Rules, the following individuals and entities comprise its
