The institutions and companies invited by the president of the public entity Puertos del Estado to
collaborate in the development of the programme ROM, which make the General Commission up, as well
as other bodies defined in the new organizational structure- as defined by the Clause IV- are
considered Founder Entities of the Programme ROM 2001-2003. Nevertheless, and due to the wide and
complex range or work to develop as well as to the resource needs, it is possible that other
entities and bodies with technical background in the port-maritime field can join to the current
agreement as new participants.
The inclusion of new participants is ruled by the clause XII of the current agreement
PUERTOS DEL ESTADO will provide the financial resources required to implement the agreements and
contracts signed during the development of the programme ROM. If new resources are obtained from
bodies and/or institutions that finance R&D activities or from other sources, these new
resources must be applied to reduce the financial contribution provided by the public entity
Puertos del Estado.
Furthermore, PUERTOS DEL ESTADO will provide the logistical, material and human resources
required for the successful development of the actions allocated to each representative based on
the Organisational Structure for the ROM programme, regardless of the bodies responsible for each
action:
The remaining participants of the programme ROM are responsible for providing the material and human resources required so that their representatives can develop their corresponding actions correctly. Furthermore, they are responsible for management of other financial resources that can be obtained for the Programme ROM.
Any current participant of the programme ROM can propose the incorporation of a new participant to
the General Commission.
In order to process this incorporation, the applicant must meet the following requirements:
The Permanent Technical Board must evaluate the previous requirements and inform about them to the General Commission so that this can approve the incorporation of a new participant in the Programme ROM.
