The Permanent Committee for the Coordination of the Transportation of Hazardous Materials in their reunion of 6/2/2017 favorably reported the explanatory proposal of the certificate, Art. 16 and Art. 13 of RD 145/89, permitting that for the goods transported in a container the container packing certificate must be presented before their shipping, but disregarding the requirement that this occur 48 hours in advance.
