Puertos del Estado reaffirms its commitment to territorial cohesion at the opening of the new maritime station in Ceuta

•    The new passenger terminal at the Port of Ceuta enters into operation, offering greater sustainability and technological capacity to improve the connection with mainland Spain.
•    More than 56 million euros will be invested in the Port of Ceuta between 2025 and 2029 to boost its growth.


02-12-2025 (Puertos del Estado). The President of Puertos del Estado, Gustavo Santana, presided today over the commissioning of the new maritime station at the Port of Ceuta, a development that will improve passenger transit in a territory whose main connections with the mainland are by sea.

“This new passenger terminal is a demonstration of the commitment of Puertos del Estado and the state-owned port system to this autonomous city and to territorial cohesion, as it will foster better interaction between the city and the Port of Ceuta, enhancing mobility for citizens,” stated Gustavo Santana, President of Puertos del Estado, during the official ceremony marking the start of operations at the new terminal. He was accompanied by the President of the Port Authority of Ceuta, Juan Manuel Doncel; the President of the Autonomous City of Ceuta, Juan Jesús Vivas; and the Spanish Government Delegate in Ceuta, Cristina Pérez Valero.

The new passenger terminal, with a total budget of 21.5 million euros, is an architectural and functional milestone within the port. Covering approximately 6,600 m² over two floors, it enables the separation of incoming and outgoing flows, ensuring agility and safety in boarding and disembarking operations. This expansion optimizes the use of port facilities through a rational distribution of spaces for shipping companies, security controls, service offices, and commercial and service areas. The project also includes redevelopment of the surrounding area, improved access routes, and upgraded facilities in the boarding galleries.

Measures have also been integrated to optimize energy consumption and improve functionality and operational efficiency, reducing costs and emissions. The new terminal and the planned improvements in the boarding galleries prioritize sustainable materials, efficient lighting, and smart passenger-flow management, enabling more effective operations with a lower environmental impact.

Investments in the Port of Ceuta

The business plan agreed between Puertos del Estado and the Port Authority sets out more than 56 million euros in investments in the Port of Ceuta between 2025 and 2029, allowing the infrastructure to improve its competitiveness and drive its growth.

Of the more than 56 million euros, over 36 million will be allocated to the improvement and expansion of infrastructure and facilities, while another 13 million euros will promote the port’s sustainability. Around 3.6 million euros are planned for port–city projects, aimed at bringing ports closer to citizens and improving their quality of life. Additionally, 1.4 million euros will be invested in improving access to the port, with the same amount dedicated to security.

Among the planned projects, the installation of an Onshore Power Supply (OPS) system stands out, enabling ferries to connect to electrical power, thereby reducing atmospheric emissions and noise as part of the general interest ports’ commitment to environmental sustainability.

Furthermore, the Port of Ceuta will receive five million euros in 2026 from the Interport Compensation Fund, an instrument of territorial cohesion designed to redistribute resources within the state port system.
