EU ETS Observatory Results

The adoption of Directive (EU) 2023/959 has brought maritime transport into the scope of the European Union Emissions Trading System (EU ETS). This regulation introduces an additional cost to vessel operations, which could encourage the reconfiguration of certain maritime routes and services with the aim of avoiding or reducing the costs arising from its implementation.

In this context, the EU ETS Observatory is an initiative of Puertos del Estado serving all Spanish public administrations, with the objective of helping to ensure the environmental effectiveness of the measure, the competitiveness of the European Union economy, and the economic security of the European Union.

To this end, the Observatory conducts a detailed analysis of the evolution of maritime routes in order to identify modifications or changes that may be related to the implementation of the EU ETS, proposing, where necessary, measures aimed at preventing or mitigating changes to maritime services that could jeopardize the emission reduction objectives pursued by the EU ETS or the competitiveness and economic security of the European Union.
