The Minister of Transport and Sustainable Mobility was born in Valladolid on November 15, 1968. He holds a degree in Law from the University of Valladolid (Uva) and a master’s degree in Political Management from the Jaime Vera Foundation. He has been a practicing lawyer since 1995 until his inauguration as Mayor of Valladolid in June 2015, a responsibility he held until As Mayor, Óscar Puente was President of the Spanish Network of Healthy Cities of the Spanish Federation of Municipalities and Provinces (FEMP) from November 2015 to December 2019; he was a member of the FEMP Board as a vocal member from September 2019 to May 2023, and was the FEMP representative in the urban initiatives network from October 2020 to May 2023. He was also the first vice president of the OICI (Ibero-American Organization for Intermunicipal Cooperation).May 2023. Since July 2023, he has been a National Deputy.He has been a member of the PSOE since 1990 and began his political career in Valladolid in 2004 as Deputy Secretary General of the Provincial Executive. In 2007, he was elected councilor of the socialist group in the Valladolid City Council and was at the helm of the team as president of the Group since 2008. In 2009, he was appointed Secretary General of the Municipal Executive of the PSOE Valladolid, a position he held until December 2021, when he was elected Secretary General of the PSOE Valladolid. Between June 2017 and October 2021, he held the spokesperson position of the Federal Executive Commission of the PSOE.

lvaro Rodríguez Dapena holds a Ph.D. in Civil Engineering, specializing in Transport, from the Polytechnic University of Madrid. His doctoral thesis was awarded the Extraordinary Prize.

He has been working in Puertos del Estado since 1997 where he has held various positions: Deputy Director of External Relations, Head of the Intermodality and Logistics Area, Head of the Development and Regulations Department and from 2007 until his appointment as President of Puertos del Estado in December 2021, he has been Director of Planning and Development. Previously, he has been in charge of transport studies and projects in the consulting firm TEMA.

He is currently Chairman of the Madrid-Coslada Dry Port and a member of the Boards of Directors of Sasemar and Renfe Mercancías. He was also Chairman of the company Conte-rail between 2008 and 2013 and a member of the Boards of Directors of the Port Authorities of Bahía de Algeciras, Cartagena, and Marín, and Ría de Pontevedra.

He is a member of many national and international committees and is the author of articles and books on trade, logistics, and transport.


Pilar Parra has a Doctorate Degree in the Civil Engineering of Roads, Canals, and Ports from the Polytechnic University of Madrid with a specialization in Transportation. She began her professional career as Head of Production while working in the private sector. In 2006, she began working at the Port of Melilla, where she served as Head of the Infrastructure Division and Head of the Operations and Planning Department until she was appointed as Director of the organization in 2012.

In 2017, she joined Ports of the State as Head of the Operations Sector, and in 2018 she was responsible for the Business Plans and Budgets Sector until she was appointed Corporate Director of the organization in December 2020. Currently, she is a member of the Board of Directors of the Port Authority of Santa Cruz de Tenerife, and previously, she was a member of the Port Authorities of Melilla, Ferrol, and Las Palmas.

She has been a member of the Governing Board of the Technical Association of Ports and Coasts and RETE, an Association for the Collaboration of Ports and Cities. Furthermore, she has actively participated as a speaker in numerous congresses and has written articles in various specialized media of the sector.



José Antonio Lago Alba holds a Bachelor's Degree in Economics and Business from the University of Oviedo (1983), a Master’s in Business Management and Marketing from the Business Institute (Instituto de Empresa; IE) in Madrid (1996) and has completed the General Management Programme (Programa de Dirección General; SMP) of the Business Institute (Instituto de Empresa; IE) of Madrid (2009).
 
From January 1993 to the present, he has been linked to the management team of the Port Authority of Gijón and its affiliated companies, in charge of the aforementioned General Management from 2012 to 2015, and the General Management of the EBHISA Solid Bulk Terminal since 2006 to 2011.
 
Having also had, as well, among others, the positions of Commercial and Business Development Director, Director of Innovation, Director of its Subsidiaries, and head of the Logistics and Industrial Activities Zone (Zona de Actividades Logísticas e Industriales; ZALIA)
 
He has been a member of the Board of Directors of the firms: EBHISA, ZALIA, LONJA GIJON S.A, and OLIGSA.
 
From 1985 to 1992 he was a Professor of Applied Economics and International Trade at the University of Oviedo. He is currently a teaching collaborator in the Master of Transport and Logistics Management at the University of Oviedo. Furthermore, he has taken part as a speaker in conferences and congresses on ports, maritime transport, and logistics.

Manuel Arana, graduated as a Civil Engineer from the Polytechnic University of Madrid, and holds a Master degree in Construction and Real Estate Companies Management and a Master degree in Infrastructure and Public Services Management. He was appointed Director of Planning and Development of Puertos del Estado on January 1 2022. Within this public body, he has served as Deputy Director of Planning and Infrastructures since 2012, and held previously the position of Head of the Investment Planning Area and Master Plans (2001-2012).
 
He was Head of the Projects unit of the Port Authority of Avilés from 1997 to1998.
 
He is currently President of the Technical Association of Ports and Coasts (ATPYC), where he was a secretary for 12 years. He is also the Spanish representative in PIANC (World Association of Waterborne Transport Infrastructure) and a member of its Finance Committee (FinCom), as well as a member of the Board of Directors of RETE (Association for collaboration between ports and cities).
 
He was the Spanish representative in the Council of IALA (International Association of Maritime Aids to Navigation and Lighthouse Authorities).
