Exercise of the right
All individuals and legal entities have the right to access public information according to Ley 19/2013, de 9 de diciembre, de transparencia, acceso a la información pública y buen gobierno (LTAIBG). Public information is understood as content or documents, regardless of their format or medium, that have been created or acquired in the performance of public functions. The request for access to public information must include at least:
- Identification of the applicant (full name or corporate name).
- Contact address for communication purposes (preferably electronic).
- A precise description of the information requested.

Likewise, requests may be submitted through any of the public registers established in Artículo 16 de la Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas.
Limits to the right of access
Article 14 of the LTAIBG:
- National security (Art. 14.1.a).
- Defense (Art. 14.1.b).
- Foreign relations (Art. 14.1.c).
- Public security (Art. 14.1.d).
- Prevention, investigation, and sanction of criminal, administrative, or disciplinary offenses (Art. 14.1.e).
- Equality of the parties in judicial proceedings and effective judicial protection (Art. 14.1.f).
- Administrative functions of surveillance, inspection, and control (Art. 14.1.g).
- Economic and commercial interests (Art. 14.1.h).
- Economic and monetary policy (Art. 14.1.i).
- Professional secrecy and intellectual and industrial property (Art. 14.1.j).
- Guarantee of confidentiality or secrecy required in decision-making processes (Art. 14.1.k).
- Environmental protection (Art. 14.1.l).
